Flexible packaging recyclability: define the Design for Recycling assessment before RFQ

Do not approve a flexible package from its polymer name or a general mono-material description. Freeze the complete packaging unit, target market and waste stream, assessment scheme and version, every component by mass, evidence level, dated result, limitations and change triggers before the RFQ asks for a recyclability conclusion.

02 DECISION FRAME

Recyclability belongs to a complete packaging unit in a defined system

Regulation (EU) 2025/40 separates design for material recycling from collection, sorting and recycling at scale. Its general application date is 12 August 2026, but the Article 6(4) delegated acts that will establish harmonised Design for Recycling criteria and the assessment methodology are due by 1 January 2028 and had not entered into force at the 31 July 2026 source boundary. The Commission's C(2026)3702 interpretation says the Article 6(2)(a) design requirement applies from 1 January 2030 or 24 months after those acts enter into force, whichever is later, and that recyclability conformity assessment under Article 38 and Annex VII is not required before those acts enter into force. A current self-check or private-scheme result must therefore remain identified by its own scope; it is not a present legal conclusion under that future methodology.

Record the named packaging unit, market, waste stream, scheme and version at every level. A broader conclusion needs its own evidence and approval gate; it cannot be inherited from a lower-level check.

06 EVIDENCE BOUNDARY

A polymer label or design check is not a complete recyclability conclusion

Regulation (EU) 2025/40 applies generally from 12 August 2026 and evaluates recyclability per packaging unit, while Article 6 distinguishes design for material recycling from collection, sorting and recycling at scale. Its Article 6(4) delegated acts are to establish the harmonised DfR criteria and methodology by 1 January 2028 and had not entered into force at the 31 July 2026 source boundary; Commission document C(2026)3702 says the Article 6(2)(a) requirement applies from 1 January 2030 or 24 months after those acts enter into force, whichever is later, and that Article 38 and Annex VII recyclability conformity assessment is not required before their entry into force. The Commission packaging-waste page confirms the entry-into-force and general-application timeline. RecyClass's current guideline page records PE- and PP-flexible updates dated 11 March 2026. Its PE Films Evaluation Protocol v6.1 addresses laboratory-scale compatibility with the post-consumer PE-film recycling stream, says protocol use is not a replacement for an official assessment or a marketing tool, and requires testing by an independent laboratory recognised by RecyClass for that process. CEFLEX's D4ACE Design Check produces Compatible, Limited compatibility or Not compatible outputs for PE, PP or mixed-polyolefin mechanical-recycling guidance from entered structure data; CEFLEX states that the tool is not a packaging recyclability assessment, practical test or certification and does not consider country-specific collection, sorting, recycling infrastructure or EPR. This page provides no legal or certification service and establishes no LayerSource recyclable packaging, mono-material product, assessment, laboratory, approval, certification, regulatory conformity or supply capability. It excludes food-contact review, PCR or recycled-content evidence, barrier, seal, COF, mechanical or shelf-life instruction, LCA or carbon-footprint work, and compostable or biodegradable claims. The packaging owner, supplier, converter, assessor, laboratory and responsible economic operator must approve the applicable system, current version, evidence level, result wording and reassessment triggers for the exact packaging unit.

07 BUYER QUESTIONS

Resolve the assumptions that make quotes diverge.

01Does a mono-material or polyolefin-rich description prove recyclability?

No. The complete packaging unit, all layers and components, their masses, the target collection and sorting route, recycling stream, scheme version and evidence level still have to be defined and assessed.

02Is the CEFLEX D4ACE Design Check a recyclability assessment or certification?

No. CEFLEX describes it as a self-assessment against its guidelines and states that it is not a packaging recyclability assessment, practical test or certification. It also excludes country-specific infrastructure and EPR from the result.

03Does completing the RecyClass PE Films Protocol create an official assessment?

No. RecyClass states that protocol use is not a replacement for an official assessment and may not be used as a marketing tool. Its process also identifies an independent recognised laboratory and a separate scheme decision.

04Can a DfR result be transferred to another market or recycling stream?

Not automatically. Keep the geography, collection and sorting basis, material stream, scheme and version with the result. A different system needs a separately approved applicability review or reassessment.

05Which packaging changes should trigger reassessment?

Changes to any layer, component, mass share, ink coverage, adhesive, coating, barrier, label, closure, dimensions, colour, supplier, process, use, market, waste stream or scheme version should enter the documented change-review gate.

06Does this guide cover food contact, recycled content or package performance?

No. Food-contact documentation, PCR or recycled-content evidence, barrier, sealing, COF, mechanical and shelf-life validation, life-cycle or carbon work, and compostable or biodegradable claims require separate owners and evidence routes.
